George Mason helped draft the Constitution of the United States but refused to sign it because it lacked a declaration of rights. Mason was instrumental to the later addition of the Bill of Rights to the Constitution, modeled on his own draft of the Virginia Declaration of Rights. This memorial was created by Washington area sculptor Wendy Ross and dedicated in 2002.
